ABSTRACT

The study aims to identify the problems of economic security of the Russian regions under the influence of force majeure caused by the pandemic COVID-19 and their assessment, as well as to determine ways to stabilize the socio-economic situation. The authors conducted a grouping of the economic security indicators of the federal districts and proposed a methodology for its assessment in terms of the coronavirus pandemic. The authors identified the problem areas of socio-economic development of the Russian regions and also proved the decline in their economic security during the pandemic. The authors evaluated the effectiveness of the internal state administration of the federal districts according to the anti-crisis measures adopted in 2020 (maintaining turnover in the main regional segments of the economy, avoiding tax debt on regional fees, increasing the profitability of the real business, raising the level of digital development), as well as measures to preserve employment and solvency of the population of each region. ABSTRACT

IMPACTThis article explores the consequences of emotional labour on UK NHS ambulance staff and their response to the Covid-19 pandemic. It highlights the challenges faced by ambulance crews while dealing with their emotional labour within the context of organizational settings. Research findings also explain the importance of emergency responders' psychosocial wellbeing. The article has clear relevance as to how frontline staff manage their emotional labour in other emergency service settings, such as the police and fire and rescue services.Alternate :Managing emotions are essential aspect of many jobs, and frontline healthcare workers have to manage and control their emotions while caring for critically ill patients and working in an emotionally-charged dynamic environment;this was particularly the case during Covid-19. Ambulance workers are an important group in this respect but they are currently under-researched. Evidence behind this article comes from data collected from an NHS ambulance trust in England. One of the key contributions of this article is to highlight how frontline ambulance professionals manage their emotional labour while working within the stipulations of organizational constraints.

ABSTRACT

Public administration education is traditionally known for its emphasis on interaction, discussion and experiential learning, which require effective in-person instructions. With COVID-19 pushing many programmes across the globe to be delivered online rather than in person, how this shift has affected the student experience in public administration programmes has been a pertinent and important consideration. This paper addresses the question through two surveys of 147 students in total, at a graduate-level public policy school in Singapore. Two distinctive waves of data collection allow us to capture a nuanced picture of student perceptions both when online teaching was introduced as an emergency response and when it was planned as a deliberate strategy later on. Our findings suggest that students consistently reported a decline in participation and interaction in an online setting, compared with a face-to-face setting. Our study fills a critical gap in the literature related to online public administration education in Asia, while the immediate constraints it highlights and lessons it offers on maintaining a highly interactive and engaging public administration education are likely to apply for educators elsewhere both during and beyond the COVID-19 era.

ABSTRACT

The main aim of the study was to analyze the impact of the COVID-19 Pandemic both on the public services and on public administration (PA) education, to find out how the process of teaching of future public administrators had changed during the Pandemic and how these changes could possibly influence the process of teaching public administrators in future. The research methods included theoretical and analytical research methods, the methodology of empirical research, and comparative research methods. The latest works of PA scholars in the global context, the materials of the study provided by the teams of teachers of the leading Russian universities concerning teaching experience during 2020, and the latest data provided from the analysis carried out at the Institute for Social Sciences of Russian Presidential Academy of National Economy and Public Administration, Moscow, in the conditions of distant and mixed learning in 2020-2021, allowed the author to give some practical advice to teachers and education managers concerning the improvement of the educational programs for PA students regarding the new conditions of the study. The main conclusion made on the results of the analysis is that digitalization of teaching and learning process and organization of distant learning at the time of the COVID-19 Pandemic should be considered to be the most important issues in PA education which could be applied in PA education in future. The recommendations concerned such aspects as the development of digital competencies of students, distant regime implementation, new pedagogy and digital didactics, socialization of students, internationalization and academic mobility of students, improving the qualifications of teachers and university management teams, research work, and the development of meta-competencies of future public servants.

ABSTRACT

The COVID-19 pandemic forced surprised governments worldwide to act fast and decisively, often revealing lack of preparation for this kind of situation. However, such crises are expected to occur far more frequently than ever before. To keep societies prospering, governments, administrations, and civil servants will have to adapt quickly and effectively--and hence need to develop the required capabilities (e.g., appropriate policies, strategies, knowledge, skills). To deepen our understanding of appropriate action in face of crises, resulting consequences for stability and required, demanded or enforced behavior of people, we propose the concept of resilience. Resilience, we argue by way of five propositions, helps articulating the underlying dynamics in society and its administrative systems in order to allow for a sustainable incorporation of the long-term perspective in the short-term strategy, particularly in times of disturbances and temporary perturbations.

PurposeCitizens often perceive surveillance by government authorities as oppressive and, hence, demonstrate reluctance in value co-creation from such services. This study aims to investigate the challenges and benefits of citizen empowerment through technology-driven surveillance or "smart surveillance.”Design/methodology/approachGuided by Dynamic Capability theory, the authors conduct in-depth interviews with officers in-charge of surveillance in smart cities. Given the contemporary advancements, this approach allows a retrospective and real-time understanding of interviewees' experiences with smart surveillance.FindingsThe authors develop five propositions for citizen empowerment through smart surveillance to summarize the findings of this study.Research limitations/implicationsThis study advances the relevance of Dynamic Capability in public administration.Practical implicationsSmart city authorities and policymakers may leverage the insights provided in this study to design appropriate policies for smart surveillance.Originality/valueThe authors find that factors such as digital technology and infrastructure, information management, skill divide and perceived return on investment may influence citizen empowerment through smart surveillance.

ABSTRACT

This paper analyzes the changes in subjective well‐being (SWB) in 11 Latin American cities at the end of the acceleration phase of the COVID‐19 pandemic, the variables that influenced these changes, and the role of the public support policies and the social capital on SWB recovery. This study, the second of a two‐phase research project, is a survey‐based comparative analysis. The 5604 survey responses obtained included 3279 observations from the research project's preceding phase, and 2325 observations conducted as part of the second project phase and current study. A multivariate linear regression model was used to evaluate the impact of the different variables related to COVID‐19 on people's SWB. Results show that the most significant positive impacts on SWB, are attributed to social capital, particularly family and social cohesion. The study confirms that the level of SWB is strongly associated with personality traits, health, and key variables such as age, marital status, and income. The different measures established to control the pandemic have not remedied the negative impacts of COVID‐19 on people's SWB. Las 5605 encuestas respondidas incluyeron 3279 observaciones de la fase anterior del proyecto de investigación y 2325 observaciones realizadas como parte de la segunda fase del proyecto y el estudio actual. Se utilizó un modelo de regresión lineal multivariado para evaluar el impacto de las diferentes variables relacionadas con COVID‐19 en el bienestar subjetivo de las personas.Los resultados muestran que los impactos positivos más significativos en el bienestar subjetivo se atribuyen al capital social, particularmente a la cohesión familiar y social. El estudio confirma que el nivel de bienestar subjetivo está fuertemente asociado con los rasgos de personalidad, la salud y variables clave como la edad, el estado civil y los ingresos. Las diferentes medidas establecidas para el control de la pandemia no han subsanado los impactos negativos del COVID‐19 en el bienestar subjetivo de las personas. Sin embargo, se observó un aumento en diferentes grados de bienestar subjetivo en 10 de las 11 ciudades entre la encuesta inicial y la encuesta de seguimiento.

A közigazgatás a kibertér felől érkező fenyegetések egyik leggyakoribb célpontja, az állami és önkormányzati szervek elleni kibertámadások egyre célzottabbak, kifinomultabbak és egyre nagyobb kár okozására képesek. Az elektronikus információs rendszerek biztonsága érdekében hatékony fizikai, logikai és adminisztratív intézkedéseket szükséges alkalmazni, amelyek meghatározásához elengedhetetlen az aktuális információbiztonsági incidenstrendek ismerete. Jelen tanulmány célja a Nemzetbiztonsági Szakszolgálat Nemzeti Kibervédelmi Intézet által, 2019 és 2021 közötti időszakban detektált információbiztonsági események átfogó elemzése, a közigazgatást érintő hazai incidenstrendek azonosítása érdekében. Az írás kiemelten vizsgálja, hogy a kibertámadók hogyan reagáltak a Covid-19-világjárványra, és ez milyen módon jelenik meg a hazai incidenstrendekben. Az elemzés további célkitűzése annak megállapítása, hogy mely szektort érte a legtöbb incidens a vizsgált időszakban, és mely incidenstípusok jellemzők ebben az ágazatban. További kutatási kérdésként merült fel, hogy a pszichológiai manipuláció milyen százalékos arányban mutatható ki a detektált incidenstrendekben.Alternate :Public administration is one of the most common targets of cyber threats. Cyberattacks against public and local governments are becoming increasingly targeted, sophisticated, and are capable of causing ever greater damage. Information systems security requires effective physical, logical and administrative measures, which needs knowledge of current trends in information security incidents. The aim of this study is to provide a comprehensive analysis of information security incidents detected by the National Cyber-Security Centre of Hungary between 2019 and 2021 in order to identify national incident trends affecting public administrations. The paper focuses on how cyber attackers have responded to the Covid-19 pandemic and how this is reflected in national incident trends. A further objective of the analysis is to identify which sector was affected the most by incidents during the period under review and which incident types are typical for this sector. A further research question was the percentage of social engineering in the detected incident trends.

ABSTRACT

IMPACTThis article's conceptual model provides a holistic lens for exploring the work environment of emotional labour (EL). Research has demonstrated high levels of burnout and mental health issues among EL workers. The negative outcomes associated with EL work are even more pronounced in the present Covid-19 landscape. By understanding EL workers' cognitive processes, organizations stand a better chance of promoting work engagement, well-being, and effective organizational functioning. Practically, organizations may have to provide training and support to line managers to enable them to evolve within the same mindset as EL workers. Senior managers also have to exhibit visible support to workplace initiatives to allow for consistent implementation of job resources.

ABSTRACT

The article analyzes the regulation of teleworking and remote work for the personnel of Public Administrations, regulated by Law 10/2021, of July 9, on remote work. The article highlights the shared and none-shared factors with the regulation of teleworking for workers in the private sector, regulated by Royal Decree-Law 29/2020, of September 29, on urgent measures regarding teleworking in public administrations and human resources in the National Health System for facing the COVID-19 crisis. The Royal Decree-Law only modified the consolidated text of the Law on the Basic Statute of Public Employees, approved by Royal Legislative Decree 5/2015, of October 30 (TREBEP). The comparison of both regulations reveals that public regulation presents a wider scope than the regulation of art. 47 bis TREBEP. © 2022, Fundacion Democracia y Gobierno Local. ABSTRACT

Research trust in e-government has increased through the decades. Trust in e-government is an important instrument for citizens who intend to use digital services. The aim of this research is to measure and provide an overview of how the level of people trust Jakarta Kini super-application as an e-Government in DKI Jakarta. This study uses a factor score analysis with the Mplus program and OECD method to characterize the trust level of the valid instruments SRMR, CFI, and TLI values. The pre-test results on the validity and reliability of Confirmatory Factor Analysis (CFA) with 1687 respondents. The results of this study indicate that the level of trust of the people in DKI Jakarta is in the medium to high category. It was found based on the factor score value in accordance with the average level of trust in the DKI Jakarta Provincial Government, which was 7.5 out of 10, with a scale of 1 indicating no trust at all, to a scale of 10 indicating full trust from the entire population. This level belongs to the medium to full trust level category. The lesson learned is that the government must take action to increase trust, such as identifying factors affecting the public use of the Jakarta Kini super-application. This study provides a discussion of the findings, and limitations and further proposes potential directions for future research.

ABSTRACT

The rationale of this study is first hinged on research deficit in topic difficulty in the public administration curriculum in African universities. Further, there is no single study in the humanities, particularly public administration (PA), that has explored the efficacy of the Culturo-Techno-Contextual Approach (CTCA) in easing learning difficulties among undergraduate students except for identifying the difficulties. Without testing indigenous teaching methods in breaking difficulties in the study of PA, educational managers and teachers in African universities are unable to understand whether the lecture method or the indigenous method holds the key to breaking difficulties in the study of politics and bureaucracy within the African university system. These compelling deficits in the public administration literature necessitate this study to fill the gap. In resolving this identified problem, the study seeks to find out whether or not there is a statistically significant difference in the achievements in politics and bureaucracy between students taught using the CTCA and those taught using the lecture method. In line with this problem, the study seeks to answer the question -- is there a statistically significant difference in the achievements in politics and bureaucracy between students taught using the CTCA and those taught using the lecture method?

The research subject is the statehood culture. Transformations in the spiritual and material worlds are directly reflected in the system of state-building. Transformations in the spiritual and material worlds are directly reflected in the system of state-building. Never before has a crisis of social order been accompanied by such a devastating pandemic. Crisis phenomena have affected the main human-made attributes—the economy and the government. The government provides security, social protection, law and order, and justice as the common good. The COVID-19 crisis confirmed that even in the face of global shocks, the national economy becomes the guarantor of the well-being of its people and that there is a certain limit to economic security that cannot be left open. The destructive forces of transnational monopolies, who perceive national borders with their customs supervision and trade policies as a hindrance, have descended upon nation-states. The American way of democracy is realized through the destruction of nation-states and the forcible imposition of a single form of statehood on all people. This state of affairs necessitates the reconsideration of the assessment of the experience of countries using other forms of economic and social orientation and getting good results. ABSTRACT

The study aims to examine the role of safety management practices and safety performance among nurses working in public hospitals amid the Coronavirus (Covid-19) pandemic in Nigeria. Self-administered questionnaires were distributed for data collection and a total of 229 nursing staff from the public health facilities in Abuja, Nigeria participated in the study. The results demonstrated that the level of safety performance was moderately high. These findings support the influence of management commitment on safety, safety training, and employees' involvement on safety compliance. It was also found that management commitment to safety, safety training, and safety promotion policies posed significant effects on safety participation. This study provides empirical support for the assertion that safety management practices are of paramount importance in improving safety performance among nurses in public hospitals, especially during the Covid-19 Pandemic.

ABSTRACT

PurposeThe paper examines the ‘Intention to Receive the COVID-19 Vaccines' or IRV from three perspectives: the health belief model, behavioural economics, and institutional quality.Design/methodology/approachThis study provides quantitative analysis by applying Chi-squared test of contingencies, paired sample t-tests, exploratory factor analysis, and multiple linear regression (stepwise method) on the data collected from 591 respondents mainly from Malaysia.FindingsThe results show that Perceived Benefits, Perceived Barriers, Perceived Susceptibility, Herding, and Institutional Quality play roles as predictors of IRV. Perceived Benefits play the most crucial role among the predictors and Perceived Barriers is the least important predictor. People have the herding mentality after being exposed to information encouraging such behaviour.Originality/valueThis study reveals that the respondents changed their behaviour in different circumstances when exposed to information that incorporates the effect of herding. Herding mentality, the effectiveness of government authorities, and regulatory quality have become important factors in enriching public health policies and the effectiveness of interventions.

La eficacia de las estrategias de la administración pública se ha medido en la forma en que manejan las pandemias y los efectos en cadena que se producen en el medio ambiente o la sociedad, y en este caso, en el abastecimiento de agua rural en México en tiempos de pandemia. El acceso al agua en las zonas rurales de México y cómo el gobierno ha manejado el aumento de la demanda durante las pandemias se exploran mediante una revisión sistemática de 51 documentos. El sistema de agua de México está por debajo de la media y es necesario realizar más inversiones en los planes de gestión comunitaria. Se requiere la participación de la ciudadanía en el desarrollo de esquemas de gestión comunitaria para encontrar una solución a la demanda y oferta cambiantes.Alternate :The efficacy of public administration strategies has been gauged on how they handle pandemics and the knock-on effects that occur on the environment or society, and in this case, in the rural water supply in Mexico in times of pandemics. Water access in rural Mexico and how the government has managed the rise in demand during pandemics are explored using a systematic review into 51 documents. Mexico's water system is below par and there is a need for more investments to be pumped into community management schemes. The involvement of the public in the development of community management schemes is necessary to find a solution to the changing demand and supply.

ABSTRACT

The objective of this research was to understand key levers that enabled city, regional, and national governments to improve non-motorized transport (NMT) infrastructure during the lockdowns necessitated by the COVID-19 pandemic. The research focused primarily on cycling and adopted a case study approach focusing on three cities: Bengaluru (India), Bogota (Colombia), and London (UK). The selected cities were chosen for diversity across geographies, country income levels, and the scale of interventions. Eight key levers were identified to understand how cycling interventions can be supported, implemented, sustained, and scaled up. These included institutional and organizational arrangements;technical capacity;financing;leadership;policy and regulatory framework;plans, strategies, and technical resources;role of civil society;and communications, messaging, and outreach. The research used secondary literature reviews and key informant interviews, which were validated through an online round table. Research revealed that certain levers were necessary in initiating and continuing successful NMT interventions. These included supportive leadership, participative civil society, and adequate financial and technical capacity. Communications and outreach helped bring behavioral change amongst residents while a coordinated institutional framework and plans and strategies were necessary to sustain momentum. This research contributes to urban mobility and public administration literature in understanding processes and enablers of sustainable mobility interventions. It is relevant for cities in low-and middle-income countries beginning to focus on NMT interventions to combat climate change and public health challenges. © National Academy of Sciences: Transportation Research Board 2021.

PurposeUnder the unique context of COVID-19, this paper aims to analyze how the Government of Pakistan (GoP) provides financial and non-financial support to women entrepreneurs in Pakistan. Drawing on the resource-based theory of entrepreneurship (RBTE), the study advances the understanding of resources and grants offered by GoP to women entrepreneurs to help them in business survival.Design/methodology/approachThe study adopts qualitative research method to address the questions: how does the Pakistani government respond to issues faced by women entrepreneurs during the COVID-19 pandemic, and what assistance and initiatives were implemented by GoP? Semi-structured interviews were conducted with twenty on-job government officials related to the entrepreneurial sector in Pakistan.FindingsThe paper reveals that during the pandemic, GoP keenly communicated with women entrepreneurial representatives to comprehend their business challenges. In addition, waivers and incentives were provided to support their business activities. GoP further invited women entrepreneurs to contribute their knowledge and give suggestions in policy making.Originality/valueLots of research have been conducted to identify the issues faced by women entrepreneurs during the pandemic. However, the specific strategies, policies, and support provided by the governments to address these issues have often been overlooked. This paper fills such gap with focus on the governing bodies and policymakers in Pakistan towards women entrepreneurship during the COVID-19 crisis.
